Common limitations

WebP encoding must be supported by the browser. Re-encoding can change file size and does not improve detail that is missing from the source image.

Very large photos can exceed a phone's available memory. If processing fails, try a smaller source image. PNG cannot be compressed by changing quality like JPG or WebP.
